Amends Arizona Revised Statutes Section 15-823 to allow school districts and charter schools to include nonresident foreign exchange students (J-1 visa holders) in their student count beginning in the 2023-2024 school year.

Permits districts to obtain state funding for nonresident foreign exchange students without payment of tuition, removing the previous limitation that tied admissions to the number of resident students in foreign exchange programs.

Maintains the existing requirement that nonresident students generally cannot be included in a district's student count for state funding purposes, except as specifically allowed under this and other subsections.

Applies to nonresident foreign students who are in exchange programs and recipients of a J-1 visa pursuant to federal law.
