SB1194 Summary

• Authorizes licensed veterinarians to appoint non-veterinarian "certified rabies vaccinators" to administer rabies vaccines at shelters or animal rescue facilities in counties with populations under 400,000 or census divisions under 50,000 when a licensed veterinarian is unavailable.

• Requires the appointing veterinarian to provide in-person training and written certification; initial certifications valid for one year, subsequent certifications valid for two years and renewable per state veterinarian rules.

• Certified rabies vaccinators must maintain vaccination records for three years and report adverse events to the appointing veterinarian; the veterinarian is not liable for actions taken by the vaccinator.

• Exempts certified rabies vaccinators from veterinary practice licensing requirements under Arizona Revised Statutes sections 32-2211 and 32-2231.

• Exempts county-sponsored rabies vaccination clinics from premises licensing requirements; makes related technical amendments to definitions and terminology throughout animal control statutes.
