Allows Arizona small businesses that hold a marijuana establishment license under chapter 28.2 to apply for and receive a nonprofit medical marijuana dispensary registration certificate, becoming dual licensees.

Requires the Department of Health Services to issue nonprofit medical marijuana dispensary registration certificates to qualified Arizona small business applicants upon submission of a complete application and fee.

Defines "Arizona small business" as an entity where all owners have lived in Arizona for at least nine months annually since 2020, the majority owner had household income not exceeding 400% of federal poverty level at license issuance, and owners have no interest in other dual licensees or out-of-state marijuana businesses.

Aims to reduce excise tax burden on medical marijuana patients, prevent them from turning to unregulated markets, and ensure medical marijuana is available through tested and regulated dispensaries.

Exempts the Department of Health Services from rulemaking requirements under Arizona Revised Statutes title 41 for one year after the effective date, and requires a three-fourths vote in both legislative houses for passage.
