Allows a single entity to hold both a marijuana establishment license and a nonprofit medical marijuana dispensary registration simultaneously, operating at shared locations.

Establishes a single renewal date for dual licensees based on whichever license expires earlier, creating synchronized renewal periods for both licenses.

Prohibits the Department of Health Services from adopting rules that interfere with dual licensees' ability to operate marijuana establishments and nonprofit medical marijuana dispensaries at the same location.

Requires a three-fourths affirmative vote from both houses of the legislature for the amendments to section 36-2854 to take effect, per Arizona Constitution Article IV, Part 1, Section 1.

Exempts the Department of Health Services from formal rulemaking requirements under Arizona Revised Statutes Title 41, Chapter 6 for one year following the effective date.
