Amends section 28-2095 of Arizona Revised Statutes regarding restored salvage certificates of title and inspection requirements.

Requires the Department of Motor Vehicles to conduct level two or level three inspections within 20 days, or within 48 hours after the 20-day period expires, to verify vehicle identity and authenticity of component parts.

Allows the department to authorize third-party entities to conduct level three inspections if the applicant demonstrates it is not practical for the department to do so, provided the entity has no financial interest in vehicle sales.

Requires sellers of salvage vehicles to inform purchasers that ownership documentation for replacement parts is required for inspection, and sellers of restored salvage vehicles must disclose in writing that the vehicle has a restored salvage certificate of title.

Authorizes the department to seize component parts lacking proper ownership documentation or that are identified as stolen, with proceeds deposited into the vehicle inspection and certificate of title enforcement fund.
