Amends Arizona Revised Statutes section 16-550 regarding early ballot signature verification procedures.

Prohibits use of signatures from polling place or voting center electronic pollbooks for early ballot signature comparisons.

Requires county recorders to compare early ballot envelope signatures only with signatures on the elector's registration record.

Maintains existing procedures allowing voters to correct inconsistent signatures by the fifth business day after federal elections or third business day after other elections.

Preserves existing procedures for voters to add missing signatures by 7:00 p.m. on election day.
