Mandates that the new school enroll the child within two days of a placement change and receive education records within two days, regardless of missing documentation or outstanding fees owed to the previous school.

Establishes joint responsibility between the Department of Child Safety and educational agencies to provide transportation to the school determined in the child's best interest, including charter schools and schools outside the child's current district.

Requires the Department of Child Safety and Department of Education to adopt a written arbitration process to resolve disputes about transportation arrangement and funding, with decisions required within ten business days.

Adds reporting requirements to section 8-526 to include data on best interest educational placement determinations, including the number conducted, children who did not receive one, and outcomes of each determination.
