Establishes the Fire Incident Management Fund administered by the state treasurer, consisting of legislative appropriations to be used for hardware and software for fire and law enforcement agencies.

Requires the fund to support deployment of a secure incident management platform based on Federal Emergency Management Agency standards with a defined chain of command, common terminology, and standardized incident command capabilities.

Fund must support a collaboration and communications solution enabling resource tracking, incident status updates, secure messaging, map sharing, and mass casualty incident coordination between public safety agencies.

Appropriates $12,200,000 from the state general fund in fiscal year 2023-2024 to the Fire Incident Management Fund.

Exempts the appropriation from lapsing provisions under Arizona Revised Statutes section 35-190, allowing unspent funds to carry forward.
