Amends A.R.S. § 11-532 to clarify county attorney duties and powers as the public prosecutor and legal advisor to county government.

Adds requirement that county attorney representation of school districts and community college districts be "based on the availability of staff and if there is no conflict of interest."

Allows county attorney to represent school district governing board members in individual capacity lawsuits until it is established that the alleged activity fell outside the scope of their official duties.

Permits county attorneys to provide civil legal services to other counties or political subdivisions through intergovernmental agreements, with payment terms and scope of representation specified in the agreement.

Defines "general counsel" for purposes of the statute to include elected or appointed county, city, or town attorneys.
