Amends Section 16-452 of Arizona Revised Statutes regarding election procedures and rules for voting, ballot handling, and counting.

Requires the Secretary of State to submit the official instructions and procedures manual to the Governor, Attorney General, and Joint Legislative Audit Committee by October 1 of the year before each general election.

Mandates approval of the manual by the Governor, Attorney General, and Joint Legislative Audit Committee before issuance, with the manual due no later than December 31 of each odd-numbered year preceding the general election.

Maintains existing provisions requiring the Secretary of State to prescribe rules for early voting procedures, ballot production and distribution, and rules regarding fax transmission and internet receipt of election materials for uniformed and overseas citizens.

Preserves criminal penalties for violations of adopted rules as a Class 2 misdemeanor.
