Requires the Secretary of State to post draft election procedures manuals on its website and provide opportunity for public comment before submitting to the governor and attorney general for approval.

Mandates submission of the draft manual to the governor and attorney general by October 1 of the year before each general election.

If the governor or attorney general fail to approve the draft manual by December 31 before the general election, or if no draft is submitted, the most recently approved manual remains in effect.

Requires the Secretary of State to provide an annotated version of the previous official manual reflecting any new or revised laws and court decisions each year until a new manual is approved.

Expands the scope of officials the Secretary of State must consult with to include county recorders and other officers in charge of elections when prescribing election procedures.
