Adds a "business entity member" to the State Board of Dental Examiners, who must be an employee or owner of a registered business entity and cannot be a licensed dental professional.

Requires dental business entities to designate and report a custodian of records who will accept subpoenas and respond to patient records requests, with notification required within 30 days of any change.

Expands grounds for disciplinary action against registered business entities to include failure to maintain or provide patient records and failure to release treatment records to third parties as required by law.

Modifies patient dental record requirements to specify records must be "permanent and contemporaneous" and permits electronic records, while clarifying the practice owner or registered business entity is responsible for record retention and maintenance.

Establishes that practice owners and registered business entities must take reasonable measures to ensure patient records are retained when a dentist retires, sells a practice, or when a business entity closes or sells.
