Expands the definition of "practice of optometry" to include ordering and performing diagnostic laboratory or imaging tests, prescribing and administering pharmaceutical agents, and performing preoperative and postoperative care for excluded procedures.

Adds new definitions including "contact lens," "dispensing," "fitting," "ophthalmic goods," "ophthalmic lens," and "ophthalmic services" to clarify scope of optometric practice.

Reduces the continuing education requirement for prior graduates from accredited schools of optometry from 120 hours to 60 hours when their education occurred before August 31, 1999.

Modifies licensure requirements by eliminating the requirement that applicants' ability and experience be found satisfactory before license issuance and allows the board to issue or deny licenses based on the application submitted.

Changes licensure by endorsement requirement from "not less than four of the five" years of practice to "at least two" years of continuous practice in another jurisdiction or U.S. military service.
