Repeals section 15-249.08, Arizona Revised Statutes, eliminating the results-based funding program for schools.

Amends section 15-249.09 to expand the early literacy program fund to include prekindergarten students in addition to kindergarten through grade three students.

Adds provisions requiring the department of education to distribute separate grants to eligible schools for prekindergarten programs.

Appropriates $68,600,000 from the state general fund in fiscal year 2023-2024 to the early childhood development and health fund.

Directs that the $68,600,000 in baseline budget funds previously allocated to results-based funding be redirected to support early childhood education opportunities.
