Requires public school governing boards to adopt policies establishing class size limits before the 2028-2029 school year, with average sizes of 18 for K-3, 22 for grades 4-8, 25 for grades 9-12, and 20 for career technical education, and maximum sizes of 21, 27, 30, and 25 respectively.

Schools must fully implement adopted class size policies beginning in the 2028-2029 school year, with individual classes unable to exceed maximum sizes and schools permitted to seek waivers from the superintendent of public instruction.

Prohibits schools from establishing split-grade classes to circumvent class size requirements, though multi-aged classes are permitted.

Amends the classroom site fund to prioritize class size reduction for compliance with the new requirements as an authorized expenditure.

Appropriates $200 million for fiscal year 2023-2024, $400 million for 2024-2025, $600 million for 2025-2026, and $800 million for 2026-2027, plus $1 billion annually beginning in fiscal year 2027-2028 to the classroom site fund.
