Amends Section 41-3955 of Arizona Revised Statutes to add a new subsection authorizing the Department of Housing to distribute up to $1,000,000 annually from the housing trust fund to transitional housing organizations for property acquisition and renovation.

Requires transitional housing organizations receiving funds to mandate residents sign contracts requiring sobriety verified by random drug testing, maintain employment, and attend mandatory life skills classes and meetings.

Requires transitional housing organizations to offer life skills courses and provide a pathway to long-term housing for residents.

Renumbers subsequent subsections (E through I become F through J) to accommodate the new transitional housing provisions.

Maintains existing requirements that the department report annually to the legislature on housing trust fund status, including facility costs, locations, and number of individuals served.
