Allows state agencies to enter into agreements with cryptocurrency service providers to accept cryptocurrency (bitcoin, Ethereum, Litecoin, bitcoin cash) as payment for fines, penalties, taxes, fees, and other amounts owed to the state.

Requires agreements to specify terms for accepting or declining cryptocurrency payments and establish whether the state or payer covers cryptocurrency transaction service fees.

Payer remains liable for the full amount due, including interest and penalties, until the state agency receives final payment in legal tender from the cryptocurrency service provider.

Amends the Department of Revenue's tax payment methods to allow cryptocurrency payments under section 35-156 agreements, in addition to checks, bank drafts, and electronic funds transfers.

Becomes effective December 31, 2023.
