Amends sections 28-5808 and 28-6991 of Arizona Revised Statutes regarding vehicle license tax distribution and the state highway fund.

Changes language from "per cent" to "percent" throughout the vehicle license tax distribution provisions.

Modifies the distribution of vehicle license tax revenues from special vehicle registrations (sections 28-5804, 28-5805, 28-5806, and 28-5810) by reallocating percentages: increases county transportation funding from 4.91% to 25.36% and adjusts city and town allocations to 20.45% for transportation purposes.

Removes the separate allocation to the county general fund (previously 20.45%) and consolidates county and city distributions to be used specifically for transportation-related purposes as determined by boards of supervisors and city/town governments.

Updates cross-references in the state highway fund statute to reflect the revised subsection designations resulting from the redistribution changes.
