Prohibits cities and towns from enacting ordinances or policies that prohibit or unduly restrict the use of working animals in lawful commerce for animal enterprises.

Prohibits counties from enacting ordinances or policies that prohibit or unduly restrict the use of working animals in lawful commerce for animal enterprises.

Exempts zoning ordinances, public health and safety ordinances, noise ordinances, animal cruelty ordinances, and state laws relating to animal care and public safety from these restrictions.

Defines "animal enterprise" as a rodeo or agricultural operations as defined in section 3-111.

Defines "working animal" as an animal used primarily to perform a specific duty or function in lawful commerce for an animal enterprise, excluding rabbits, llamas, cattle, swine, sheep, goats, poultry, and other animals used primarily to produce food.
