Requires proposed rules estimated to increase regulatory costs exceeding $500,000 within five years to obtain legislative ratification before becoming effective.

Mandates agencies submit high-cost proposed rules to the administrative rules oversight committee at least 30 days before the next regular legislative session for submission to the legislature.

Allows any legislature member to introduce ratification legislation; proposed rules are exempt from the normal rulemaking process under section 41-1024, subsection B.

Prohibits agencies from filing final rules with the secretary of state until obtaining legislative approval; if legislature fails to ratify during the current session, agencies must publish a notice of termination in the register.

Does not apply to emergency rules under section 41-1026 or rules prescribed by the corporation commission; voids any non-compliant rules adopted after the effective date.
