Establishes a new assistant director position within the Department of Water Resources whose exclusive duties are coordinating with the water infrastructure finance authority and water users regarding water augmentation projects from outside the state and in-state water storage capacity increases, including dam construction.

Directs the assistant director to coordinate with federal, state and local government officials to facilitate these water infrastructure projects.

Makes conforming changes to section 45-252 to reference the correct subsection for director representation by legal counsel.

Updates section 45-1207 to reflect correct statutory cross-references for expedited application review procedures involving expert consultants.
