Requires qualified schools enrolling qualified students to develop procedures for fingerprinting school personnel and conducting state and federal criminal records checks within 20 days of employment.

Allows qualified schools to optionally require personnel to obtain a valid fingerprint clearance card as a condition of employment, and permits schools to share background check results and clearance card status with other schools and school districts.

Establishes complaint process allowing qualified students or parents to file written complaints with the state board of education for alleged violations; requires schools to correct violations within 60 days or reimburse all Arizona empowerment scholarship account monies received in the previous school year.

Amends fingerprinting statutes to include qualified schools in existing fingerprint requirements and clearance card provisions applicable to school districts and charter schools.

Requires current school personnel to comply with fingerprinting requirements within six months of the bill's effective date.
