Changes annexation petition signature requirements from one-half to sixty percent of property owners by value and sixty percent by number of property owners.

Requires certified mail notice to county board of supervisors chairperson at the annexing municipality's cost, replacing first class mail.

Allows property owners to waive the 45-day waiting period for properties that were part of an unsuccessful annexation attempt.

Permits property owners who enter pre-annexation agreements to be counted toward the sixty percent threshold without signing the annexation petition.
