Removes the requirement that certified registered nurse anesthetists be "in the presence of" a physician or surgeon while administering anesthetics, changing the standard to "under the direction of" a physician or surgeon.

Establishes a student registered nurse anesthetist clinical rotation program within the Arizona Health Care Cost Containment System administration to expand preceptor training programs at health care institutions.

Authorizes the administration to award grants to licensed health care institutions to expand or create clinical training placements for nurse anesthetist students, with preference given to obstetrics, pediatrics, and cardiovascular care.

Appropriates $200,000 from the state general fund in fiscal year 2023-2024 to fund the clinical rotation program, with an exemption from lapsing appropriations provisions.

Amends the definition of "certified registered nurse anesthetist" to reflect the revised oversight requirements under the updated scope of practice.
