Amends Arizona Revised Statutes sections 16-513 and 16-547 to require additional instruction language on voter ballots and early ballot materials.

Mandates that voter instruction cards include a statement that only a voter, family members, household members, or caregivers may handle or return ballots, and that it is unlawful for anyone else to handle another person's ballot under section 16-1005.

Requires county recorders to include the same ballot-handling restriction statement in printed instructions provided to early voters.

Changes language in early ballot affidavit instructions from "no later than" to "not later than" regarding the 7:00 p.m. election day deadline for ballot delivery.

Corrects pronoun usage in the voter assistant affidavit section from "they" to "the voter" for clarity regarding voters unable to physically mark ballots.
