Allows students participating in Arizona Empowerment Scholarship Accounts (ESAs) to receive supplemental scholarships from School Tuition Organizations (STOs) if the qualified school's tuition and mandatory fees exceed the ESA amount received.

Limits STO scholarship amounts for ESA participants to the difference between the school's tuition and mandatory fees and the amount received through the ESA program.

Adds ESA participants whose school costs exceed their ESA funding as an eligible category for STO scholarships under low-income scholarship programs and displaced student/student with disabilities programs.

Requires STOs to calculate supplemental scholarship awards for ESA participants based on the gap between actual school costs and ESA funding amounts, preventing double-funding of the same education expenses.
