Amends the canvassing timeline by allowing governing bodies to postpone election canvass proceedings up to six times while examining missing or questionable election returns.

Modifies canvass postponement procedures to require the governing body to examine all returns to its satisfaction and ascertain the facts disclosed, rather than simply waiting for all returns to be received.

Changes requirements for rejecting precinct election returns by clarifying that returns cannot be withheld or denied if the facts cannot be definitely ascertained, regardless of defects or informalities in form.

Applies to both general elections and special district elections, with special district canvasses requiring presentation to the board of supervisors to be considered complete.
