Allows persons otherwise qualified to register to vote during the 28 days immediately preceding an election if they have been a resident of the county and precinct for at least 29 days prior to the election.

Permits persons to register on election day by appearing at their precinct polling place, completing a registration form, and providing proof of residence.

Requires persons registering under this act to vote by provisional ballot on election day or during the preceding 28 days, but allows them to vote normally for elections held at least 29 days after their registration date.

Restricts same-day registration to federal offices (including presidential electors), statewide and countywide offices, and legislative races, excluding partisan primary elections.

Directs the Secretary of State and county election officers to promptly implement these provisions.
