Requires the governor or governor-elect to deposit all monies raised for inauguration events into a state promotional fund account established under section 41-1105 and pay inauguration costs from that account.

Allows individuals and entities to donate money, services, or other things of value for gubernatorial inauguration events, with a $25,000 aggregate donation limit per donor.

Requires donations from controlled businesses (as defined in section 38-541) to be aggregated with the individual donor's donations for purposes of the $25,000 limit.

Exempts lawfully donated monies, services, and other things of value from being treated as contributions under Arizona election law (Title 16, Chapter 6).
