SB1304 Summary

• Establishes a home arrest program for eligible inmates who have served at least one year of their sentence and are within eighteen months of release.

• Restricts eligibility to inmates convicted of specific offenses (sections 13-1503 through 13-1506, class 4-6 felonies in certain chapters, or felonies in chapters 16, 18, 20-22 of title 13) with no prior dangerous crimes against children, serious offenses, violent felonies, or violent disciplinary infractions.

• Requires the director to report monthly on eligible inmates and mandates the board of executive clemency notify crime victims within ten days of receiving an application, with victims able to request a hearing within forty-five days.

• Conditions home arrest on active electronic monitoring for a minimum one year, gainful employment, alcohol and drug testing, payment of monitoring and supervision fees, residence confinement, and compliance with court-ordered conditions.
