Amends salary requirements for county constables based on precinct size and workload, effective for four-year terms beginning January 1 following a general election.

Increases maximum salary for precincts with 100 or fewer documents served annually from $16,500 to $20,000.

Establishes new salary ranges for higher-workload precincts: $20,000 for precincts with 5,000 or fewer registered voters; $30,000 for 5,000-10,000 voters; $45,000 for 10,000-12,000 voters; $56,000 for 12,000-16,000 voters; and $75,000 for 16,000 or more voters.

Requires constables to submit standardized daily activity logs documenting processes served, case numbers, parties involved, addresses, dates, and mileage for salary determination purposes.

Authorizes boards of supervisors to withhold constable salaries during suspension without pay and prohibits mid-term salary changes for constables appointed to fill vacancies.
