Adds "aerial devices" (bottle rockets, sky rockets, roman candles, etc.) to the definition of permissible consumer fireworks that can be sold by licensed specialty retailers.

Defines "specialty retailer" as a permanent retail establishment within 1,000 feet of an interstate highway that sells up to 1.5 million gallons of fuel annually and derives at least 15% of sales from soft goods.

Licensed specialty retailers may sell permissible consumer fireworks every day of the year throughout Arizona, exempting them from local seasonal sale restrictions.

Requires state fire marshal to adopt rules by January 1, 2024 to license and inspect specialty retailers; establishes authority to deny, suspend, or revoke licenses for violations.

Raises minimum age for aerial device purchases from unspecified to 21 years old and requires sellers to verify and record purchaser age.
