Prohibits state and local governments from considering or establishing vehicle miles of travel reduction goals or targets in transportation and land use planning or when selecting transportation or transit projects.

Prohibits state and local governments from tracking or maintaining records of individuals' vehicle miles traveled through cameras, license plate capture, third-party data, or any other means without express consent.

Prohibits state and local governments from imposing or collecting mileage fees, per-mile charges, or any taxes or fees based on vehicle miles traveled by individuals in motor vehicles.

Creates an exception allowing interstate agreements for administering fuel tax and registration fee payments or reports for commercial vehicles operating in multiple states.
