Amends Arizona Revised Statutes section 9-461.05 regarding municipal general plans.

Prohibits municipalities from including transportation or land use policies or projects that reduce overall system capacity of motor vehicle traffic.

Requires municipalities that reduce the level of service of any arterial street (including speed or capacity reductions) to conduct an independent study on the impact to emergency vehicle response times.

Makes technical changes to existing general plan requirements, including removing a bicycling element requirement and renumbering subsequent elements.
