Amends Arizona Revised Statutes sections 28-501 and 28-505 to revise definitions and performance factors for transportation planning by the Arizona Department of Transportation.

Adds new definitions including "mobility," "operational efficiency," "project readiness," and "safety improvements" to the list of transportation planning terms.

Establishes specific weighted performance factors for highway projects: congestion reduction (40%), increase in mobility (40%), and safety improvements measured by fatality reduction (20%).

Sets ridership minimums for transit projects at 70% of system average, with allowance to decrease to 50% if routes are contracted to private operators.

Prohibits the division from considering motor vehicle travel mile reduction targets or demand management policies, and requires performance factors be applied without differential treatment based on race, color, or ethnicity.
