Prohibits Arizona public schools from referring students to or using sexually explicit materials in any manner, with limited exceptions.

Allows exemptions only if material has serious educational, literary, artistic, political or scientific value, requires written parental consent per material, and provides non-explicit alternative assignments for students without consent.

Makes violations by school employees or independent contractors a class 5 felony.

Defines "sexually explicit materials" to include textual, visual, or audio depictions of sexual conduct, sexual excitement, or ultimate sexual acts (including intercourse, sodomy, bestiality, and simulated sexual activity).
