Replaces "assure" with "ensure" and updates related language throughout section 15-214 regarding braille literacy rules.

Requires certified teachers of blind and visually impaired pupils to demonstrate braille competence through either a national unified English braille examination or a comparable braille test from a university-level teacher preparation program.

Adds new requirements for orientation and mobility instructors to possess and maintain national certification or specialist certification in their field.

Adds new requirements for rehabilitation teachers to possess national certification in rehabilitation teaching for the blind or be certified as vision rehabilitation therapists.

Establishes definitions for blind pupils, compensatory skills, expanded core curriculum, orientation and mobility, and rehabilitation teaching.
