Allows parents or legal guardians with valid concealed weapons permits to carry firearms on educational institution property, prohibiting schools from adopting policies that restrict this right.

Amends section 13-2911 to clarify that educational institution governing boards cannot enforce firearm restrictions against permit-holding parents or guardians on school grounds.

Adds exception to section 13-3102 allowing parents or legal guardians with valid concealed weapons permits to possess deadly weapons on school grounds.

Maintains existing prohibitions on firearm possession by students and other individuals on school grounds while creating specific carve-out for permitted parent/guardian possession.

Does not affect school districts' ability to conduct approved gun safety programs on campuses or apply to private educational institutions.
