Requires manufacturers and retailers to label covered electronic devices (computer monitors, desktop/portable computers, and televisions with viewable areas greater than four inches) with a brand and register the brand with the Arizona Department of Environmental Quality beginning January 1, 2024.

Mandates manufacturers submit annual plans describing how they will collect, transport, and recycle covered electronic devices statewide, including at least one collection site per county and per city with 50,000+ residents, with collection services provided free of charge to households.

Prohibits manufacturers and collectors from charging household fees for collection, transportation, or recycling of covered electronic devices, except for premium services like scheduled pickups.

Establishes the Covered Electronic Devices Fund, funded by manufacturer registration fees, grants, donations, and up to $500,000 annually from the existing Recycling Fund until July 1, 2025, to implement and enforce the program.

Requires the Department of Environmental Quality to maintain a public list of registered manufacturers, review compliance with manufacturer plans, report biennial results to the legislature, and enforce violations through existing enforcement mechanisms.
