Prohibits the conversion of existing publicly funded or maintained streets or highways to toll roads under public-private partnership agreements, including conversions for traffic management strategies.

Adds a new requirement that county boards of supervisors cannot grant toll road franchise applications if the proposed toll road would be converted from a publicly funded or maintained street or highway, with an exception for airport applicants.

Applies the prohibition to both county-level toll road franchises under section 28-6803 and state-level public-private partnership agreements under section 28-7705.

Maintains existing provisions allowing toll roads on new facilities and does not restrict toll collection methods, rates, or other terms of toll road agreements.
