Exempts buildings where plumbing and equipment comply with federal "lead free" standards under the Safe Drinking Water Act; allows department to exempt school districts that conducted compliant testing within the previous five years.

Mandates schools and child care facilities with detected lead contamination to provide safe drinking water to occupants until lead levels fall below five parts per billion, notify parents/guardians in writing, and post results on websites.

Requires all testing results and remediation plans be made public on websites and transmitted to the department, county health department, and public health services district within specified timeframes.

Directs the department to adopt implementing rules, publish biennial reports to the governor and legislature, identify available grant funding, and potentially provide financial assistance to facilities facing unreasonable compliance costs.
