Amends Arizona groundwater law to extend well spacing rules to groundwater basins experiencing declining groundwater levels, not just active management areas.

Requires permits from the Department of Water Resources director for new wells in declining groundwater basins with pumps having a maximum capacity exceeding 35 gallons per minute.

Allows the director to apply active management area criteria as an alternative to adopting new rules for declining basins.

Adds groundwater withdrawal permit requirements for persons constructing new wells or replacement wells in new locations in declining groundwater basins.

Modifies Section 45-453 to reference Section 45-598 and director-adopted rules governing well location and spacing outside active management areas.
