Prohibits homeowners' associations from restricting the installation or use of solar energy devices (as defined in section 44-1761) or water saving devices and conservation practices.

Allows associations to adopt reasonable rules regarding placement of solar or water saving devices if those rules do not prevent installation, impair functioning, or adversely affect cost or efficiency.

Requires associations to provide written notice to members of any rules adopted regarding solar energy or water saving devices.

Awards reasonable attorney fees and costs to parties who substantially prevail in court actions against association boards for violations of these provisions.

Voids any deed, contract, security agreement, or other property instrument entered into after April 17, 1980 that prohibits installation or use of solar energy devices or water conservation practices.
