Prohibits restaurants and food establishments from serving food or beverages in polystyrene foam containers beginning January 1, 2025.

Expands the ban effective January 1, 2026 to include hotels, motels, and resorts; prohibits serving, packaging, or providing polystyrene foam containers for food or beverages.

Prohibits food packagers from packaging meat, eggs, bakery products, or other food in polystyrene foam containers beginning January 1, 2027.

Allows the Department to grant exemptions if no acceptable alternatives exist and the applicant demonstrates undue hardship or intends to use polystyrene foam for transportation, construction, health, or safety applications.

Authorizes the Department to adopt rules for implementation and enforcement, including the ability to establish exemption application fees.
