Prohibits the Arizona National Guard from being released into active duty combat unless Congress has passed an official declaration of war or taken official action under Article I, Section 8, Clause 15 of the U.S. Constitution to explicitly call forth the Arizona National Guard.

Requires the Governor to take all necessary actions to comply with the restrictions on deploying the Arizona National Guard to active duty combat.

Defines "active duty combat" as participating in armed conflict, performing hazardous service related to armed conflict in a foreign state, or performing duty through an instrumentality of war in U.S. military service.

Defines "official declaration of war" as a formal declaration made by Congress pursuant to Article I, Section 8, Clause 11 of the U.S. Constitution.
