Amends Arizona Revised Statutes Section 45-462 regarding grandfathered groundwater rights in active management areas.

Corrects a typographical error by changing "applicaton" to "application" in subsection C.

Clarifies that the amount of groundwater use specified in a certificate of exemption application is recognized as a legal use for determining grandfathered rights, subject to any modification from appeals of factual mistakes.

Maintains three categories of grandfathered groundwater rights: non-irrigation rights associated with retired irrigated land, non-irrigation rights not associated with retired irrigated land, and irrigation grandfathered rights.
