Appropriates $209,205,000 from the border security fund to the department of emergency and military affairs in fiscal year 2022-2023.

Allocates $48,310,000 to counties for $10,000 onetime payments to line-level deputies and detention officers employed as of May 1, 2022, distributed in equal quarterly installments on or before October 30, 2023.

Allocates $5,095,000 to counties for $5,000 onetime payments to line-level deputies and detention officers hired after May 1, 2022, distributed in equal quarterly installments over one year.

Distributes remaining funds for jail construction ($20,000,000), law enforcement reimbursements ($15,000,000), human trafficking grants ($10,000,000), border-related prosecutions ($30,000,000), National Guard support ($10,000,000), immigrant health care ($10,000,000), asylum seeker transportation ($15,000,000), state emergency operations center ($30,000,000), and border response center ($15,000,000).

Requires quarterly reporting to the joint legislative budget committee on expenditure status and allows department transfers between programs with committee review; applies retroactively from June 30, 2022.
