Prohibits regulatory boards and agencies from charging any fees for applications, initial licensure, licensure renewal, temporary licensure, or examinations for fiscal years 2023-2024 and 2024-2025.

Applies to licensees certified, registered, or licensed under specified Arizona statutes, including professions regulated under title 32 chapters 1-42, pesticide applicators, loan originators, insurance producers, and nursing care facility administrators.

Establishes the occupational licensure fee waiver fund administered by the state treasurer, with up to $250,000 available annually for administrative costs.

State treasurer transfers monies from the fund to regulatory boards and agencies demonstrating financial need, with quarterly reporting to the joint legislative budget committee; transfers cannot exceed amounts appropriated to each board or agency annually.

Appropriates $32,000,000 from the state general fund for fiscal year 2023-2024 to the fee waiver fund; fund is continuously appropriated and does not revert to the general fund until June 30, 2026, when the fee waiver provision expires.
