Allows early ballots returned at voting locations on election day to be transported by two authorized election workers from different political parties or, in extenuating circumstances, by a sworn election messenger such as a sheriff's deputy.

Clarifies procedures for inactive voters and those with address changes, allowing them to vote provisional ballots at voting centers if their precinct location changes.

Extends ballot storage requirements to 24 months for federal elections and 6 months for all other elections, and requires rejected provisional and early ballots to be deposited in secure county treasurer facilities.
