Adds the Department of Environmental Quality to the list of state agencies exempt from the requirement that the Attorney General provide all legal services, allowing it to employ its own legal counsel.

Amends Section 41-192 to include the Department of Environmental Quality as an exception to the general rule that state agencies cannot employ legal counsel independently.

Modifies Section 49-103 to change the Attorney General's role from mandatory legal advisor to optional service provider, allowing the department to request legal services as needed.

Permits the director of the Department of Environmental Quality to employ attorneys to represent the department directly.

Changes language from mandatory ("shall be") to discretionary ("may serve as") regarding the Attorney General's legal representation of the department.
